Charter amendment (Third Draft) to repeal Section 16.103, amend Sections 4.112, 9.107 and 13.101 and to add new Sections 4.134, 4.135, 4.136, 4.137 and 4.138 and 4.139, to form a Power Authority which shall succeed to all powers and responsibilities of the Public Utilities Commission related to energy operations, propose ordinances setting energy and water efficiency goals and standards that may become effective without action by the Board of Supervisors, and to remove authority for the transfer of excess surplus utility funds from energy operations to the City's General Fund.
