Ordinance amending Administrative Code by adding Chapter 12M, Sections 12M.1 through 12M.3 requiring contracts between the City and organizations that engage in youth services to contain a performance plan, requiring the organizations to evaluate their performances and requiring youth involvement in the development of the performance plans and evaluations; by adding Section 2A.31 to require designated departments serving youth to develop a performance plan for each youth services program, requiring the department to evaluate the program and requiring youth involvement in the development of the performance plans and evaluations.
