Ordinance establishing that the City should continue to actively participate in the development of tidal power technology in order to maximize the benefits to the public, and that the City should own and control tidal power technology and development to the extent feasible, and establishing the requirement that any proposal for the development of tidal power that is subject to Board of Supervisors approval must provide for City ownership or control unless the proposal demonstrates that such ownership or control is not feasible or beneficial to the public in the long term.
