Ordinance amending the Administrative, Health, Labor and Employment, and Public Works Codes to: 1) delete requirements that the City Administrator create model forms for code enforcement; 2) remove Public Works from the purview of the City Administrator for budget procedures; 3) remove the requirement that the City Administrator approve agreements between the Director of Public Works and the owner or operator of a utility facility relating to public works projects impacting utility facilities; 4) delete one-time, completed requirements that the City Administrator prepare signage for the Barbara A. Taylor Press Room and Buck Delventhal Rotunda, and provide notice to departments regarding Italian-America Heritage Day; 5) remove facsimile as a means for departments to submit quarterly reports to the City Administrator regarding appointments to advisory bodies; 6) delete code provisions describing the defunct Residential Rehabilitation Loan Program that the City Administrator was responsible for administering; 7) delete code provisions describing the defunct Overnight Safe Parking Pilot Program that the City Administrator had a role in administering; and 8) create consistency with other City contracting requirements under the Purchaser’s purview by providing that contracts must include provisions on the Northern Ireland MacBride Principles, Nondiscrimination and Equal Benefits, and Sweatfree Contracting if they are at or above the minimum competitive amount, and clarify eligibility for a waiver of these requirements for agreements procured under bulk or cooperative purchasing arrangements.
