Hearing on the appropriate uses by the Redevelopment Agency of direct development as a strategy to implement the goals of the agency in a planning area. This hearing will explore what standards the agency proposes to employ in deciding when direct development is more efficient and effective than other methods of development more traditional used by the agency, with particular attention to what standards the agency staff recently employed in reversing its recommendations that the Plaza Hotel site should be developed through contracts with a non-profit developer and recommending instead that it be directly by the agency.
