Resolution approving an Exclusive Negotiating Agreement (“ENA”) with Mercy Housing California, a California non-profit public benefit corporation, for a proposed ground lease of City real property at 155 Grove Street, 165 Grove Street, and 240 Van Ness Avenue (Assessor’s Parcel Block No. 0811, Lot Nos. 016, 019, and 021), with an annual lease payment of $15,000 under the jurisdiction of the Real Estate Division, subject to several conditions; affirming the Planning Department’s determination under the California Environmental Quality Act (“CEQA”); adopting the Planning Department’s findings that the transaction contemplated by the ENA is consistent with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and that the transaction contemplated by the ENA is not defined as a project under CEQA Guidelines, Sections 15378 and 15060(c)2, subject to the City’s discretionary approval after the completion of environmental review; and authorizing the Director of Property to execute documents, make certain modifications and take certain actions in furtherance of the ENA and this Resolution, as defined herein.
