Draft Ordinance amending Administrative Code Chapter 31, Sections 31.11 and 31.15, to require that the Planning Commission complete environmental review pursuant to the California Environmental Quality Act (CEQA), on an area plan, as defined, prior to adopting or affirming a negative declaration or certifying an environmental impact report on an individual project located within the boundaries of that area plan.
