Motion adding Rule 5.42 to the Rules of Order of the City and County of San Francisco to prohibit Committee chairs from scheduling for consideration proposed agreements that include substantial penalties for Board disapproval of such agreements when City Departments, Commissions, or other City Officials have failed to obtain prior approval from the Board of Supervisors to negotiate such proposed provisions.
