Title: Charter amendment (First Draft) to amend Section 4.127 to allow the Charter-imposed minimum number of full duty sworn officers to be reduced where the Director of the Department of Human Resources, the Budget Analyst, the Controller and the Chief of Police jointly certify that the replacement of full duty sworn officers with civilians in one or more of the positions currently occupied by full duty sworn officers will result in demonstrable cost savings and not impair the Police Department's ability to protect the public, and the Mayor proposes and the Board approves, such a reduction.
