Ordinance taking various actions related to the Transbay Under Ramp Park Project, including affirming the determination of the Office of Community Investment and Infrastructure under the California Environmental Quality Act related to the actions in this Ordinance; ordering the summary street vacation of a portion of Oscar Alley bounded by Tehama, Clementina, 1st, and 2nd Streets and under the bus ramp for the Transbay Transit Center; finding the street vacation area is not necessary for the City’s use and is exempt surplus property under the California Surplus Land Act; quitclaiming the City’s interest in the street vacation area to the Transbay Joint Powers Authority (“TJPA”) for a nominal fee; waiving the appraisal requirement of Administrative Code, Chapter 23, in connection with the conveyance of the street vacation area; amending Ordinance No. 1061 entitled, “Regulating the Width of Sidewalks,” to narrow the sidewalk widths on Folsom Street between Essex and 2nd Streets and on Clementina Street between 1st and 2nd Streets; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, for the street vacation and sidewalk width changes; accepting a public sidewalk easement granted by the TJPA for an area adjacent to the Clementina sidewalk narrowing to allow for continuation of the path of travel; accepting Irrevocable Offers of Improvements for traffic signal infrastructure at the intersection of 1st and Clementina Streets; accepting this infrastructure as a public improvement for City maintenance and liability purposes; and authorizing official acts in connection with this ordinance to be taken by the Public Works Director and other San Francisco officials.
