Resolution urging the Department of Parking and Traffic to implement traffic signal timings using a pedestrian walking speed of 2.5 feet per second when such timings do not create levels of congestion in excess of the standards of the City's congestion management program street network or require an environmental impact analysis according to the California Environmental Quality Act and to submit a report on the status of this implementation to the Board of Supervisors within three months.
