Ordinance amending Police Code by repealing Article 27, Sections 2700 to 2737, inclusive, authorizing the Chief of Police to regulate massage establishments and massage services; and amending Health Code by adding Article 28, Sections 1800-1835, inclusive, authorizing the Director of Public Health to regulate massage establishments and massage services; setting criteria for the issuance and revocation of massage establishment, outcall massage service, solo practitioner massage establishment, general massage practitioner, and therapeutic massage practitioner permits; changing certain operating requirements of massage establishments; setting new penalties for violation of massage provisions; and authorizing application fees, license fees, and an identification card fee.
