Hearing to investigate the use of Payment in Lieu of Taxes (PILOT) programs in San Francisco. PILOT's are used by tax-exempt entities to reimburse local governments for the provision of city services. The hearing will focus upon the current list of entities, for-profit and non-profit, that are exempt from either property or payroll taxes, the State reimbursement process to local municipalities, and the potential to institute a PILOT program in San Francisco.
