Hearing to request the Budget and Legislative Analyst to provide a budget and policy analysis of miscellaneous funds held by City departments, including various reserve accounts, review of the controls over such funds, and an analysis of how those funds could be used to meet the immediate needs of the City; and requesting the Budget and Legislative Analyst and Controller's Office to report.
