Resolution declaring the Board of Supervisors' intent that if the courts strike down the "alternative tax" aspect of the City's business tax, only the payroll expense measure of the tax should be applied, and relief should be limited to granting claimants a refund of the difference between any amount actually paid under the gross receipts measure of the business tax and what they would have paid under the payroll expense measure.
