Ordinance amending Article 23 of the San Francisco Public Works Code by amending Sections 1302 through 1306, and adding a new Section 1307 to declare graffiti a public nuisance, eliminate the duty of the Director of Public Works to remove graffiti at no cost to property owners upon consent from the property owner, streamline review hearing procedures, and making technical corrections to, and renumbering existing Sections 1307 through 1309 as Sections 1308 through 1310.
