Motion requesting the Legislative Analysts to research and report on biotechnology (or life sciences) industry, particularly as it relates to:
(1) Business attraction and retention, including the economic conditions and incentives that attract biotechnology companies to localities.
(2) Planning, including how other jurisdictions: Define the industry; Incorporate the industry into the Planning Code; Treat different uses with the general category of biotechnology, specifically the office use and wet lab uses; Incorporate the industry into local land use planning, including its proximity and relationship to nearby land uses; Address building design issues, including rooftop equipment, exhaust systems, and seismic safety.
(3) Health and Safety, including: Which federal, state and local health regulations are applicable; Have other jurisdictions adopted further health and safety controls.
