Motion amending Rule 3.11 of the Rules of Order of the Board of Supervisors to provide that when a continued resolution is placed on the adoption without committee reference portion of the Board's agenda, and the Board declines to waive Rule 2.11, which requires the referral of all legislative matters to committee, then the Board shall not vote on the proposed resolution, and the Clerk of the Board shall refer the resolution to committee.
