Title: Hearing to consider a proposed ordinance that would reform the taxi industry by repealing Prop K, municipalizing the process of issuing medallions by making the City owner of said medallions while issuing transferability rights of these same permits to taxi drivers, giving qualified drivers the option to buy such permits as currently practiced in other cities, giving rights to permit holders to sell such a permit at a City auction to other qualified drivers, giving older and disabled taxi drivers an exit strategy to leave the industry with health and retirement benefits and dedicating a percentage of funds raised by the transfer of such permits to health services and down payment assistance for purchase of such permits by taxi drivers.
