Hearing on the status of Treasure Island development proposals, including the basis for the selection of Treasure Island Community Development ("TICD, LLC") consisting of four partners, as the sole developer, the wisdom of issuing a Request of Proposal ("RFP") to one developer, for a 450 acre development, without competition in the planning of the development or the amount of the financial return to the City and County of San Francisco; a review of the financial qualifications and available capitalization of TICD to complete this major long term development; and a consideration of the adequacy of the proposed RFP to protect the interests of citizens of San Francisco and the Bay Area.
