Motion asking the Legislative Analyst to prepare a report on educational programs provided to youth offenders detained in juvenile facilities similar to the City and County of San Francisco's Youth Guidance Center. The report shall detail "best practices" used in other major metropolitan areas. Metropolitan areas used in the report may have population and youth crime statistics similar to those in San Francisco.
