Motion asking the Legislative Analyst to prepare a survey of human resource departments in other cities and/or counties which use "position-control" system to track the number of vacant positions and the duration of vacancies. The survey should include, but not limited to, the effect of "position-control" on filling vacant positions and preventing the transfer of salary appropriations for other uses.
