Motion asking the Legislative Analyst to prepare comparative study of municipal Police and Sheriff Department policies for holding and managing special needs groups, such as transgender individuals, people with physical and mental disabilities and other special populations. The primary research interest is to identify strategies for safe management and care of special needs populations. Research should address issues such as solitary/group management, funding, and other considerations. This request includes no specific municipalities for study, with the exception of the City of Oakland and the City of San Francisco. Other Cities may be studied by the discretion of the Analyst.
