Charter amendment (First Draft) to add Sections 13.103.5, 13.104.3, 13.104.5, amend Sections 13.104, 13.110 and 15.102 to create an Elections Commission; to establish that the Director of Elections is appointed by the Commission and may be removed for cause; to establish a budget process for the Commission and the Department of Elections; to establish independent legal counsel for the Commission and the Department of Elections; and to require appointments to an Elections Task Force by the Commission instead of the Director of Elections.
