Charter amendment (First Draft) to add Section 13.104.5, amend Sections 6.102, 15.102, and C3.699-15 to allow any officer, department head, board or commission to request that the City Attorney provide for outside legal counsel, to allow an appeal of any denial of a request for outside legal counsel to the Board of Supervisors, and to allow the Department of Elections and the Ethics Commission to retain outside legal counsel at the discretion of the Director of Elections or by majority vote of the Ethics Commission respectively.
