Hearing inquiring into the desirability of instituting a Serial Inebriate Program patterned after the interagency program operated by the City of San Diego, whereby persons who continue to repeatedly convicted of severe public inebriation as a result of engaging in behavior disruptive to the peace and tranquility of public spaces are eventually forced to make a choice between long-term incarceration and addition treatment.
