Hearing to review the Department of Public Works' Environmental Control Officer (ECO) Status Report for the first two quarters of Fiscal Year 2004-05. This hearing will scrutinize the number and nature of citations issued by ECO's, the rate of appeals that have prevailed before administrative law judges, the overall cost of the program, the amount of revenue collected through the program and any additional ideas for enhancing revenues through this program.
