Hearing to receive information on the Juvenile Probation Department's implementation of fiscal instructions from the Budget Committee, including problems such as: (1) Not separating employees pursuant to Budget Committee recommendations; (2) The promotion of individuals without budgetary authority; (3) Not hiring employees, such as the Industrial Hygienist, provided for in the Budget; (4) Possible retaliation against department employees who provided testimony during the budget process; and (5) Examination of City procedures and Controller procedures that allowed the aforementioned to occur.
