Title: Hearing of persons interested in or objecting to the decision of the Planning Department dated May 16, 2005, exempting from environmental review under State CEQA Classes 1 (Existing Facilities) and 3 (New Construction). The proposed project would involve the seismic upgrade of the existing Bay Division Pipelines (BDPL) Nos. 3 and 4, owned and operated by the San Francisco Public Utilities Commission (SFPUC), located in the City of Fremont, California. BDPL No. 3 was originally constructed in the 1950’s before the construction of Interstate 680, and consists of a 78-inch reinforced concrete pipe. BDPL No. 4 built in the 1960’s, also before the construction of Interstate 680, consists of a 96-inch prestressed concrete cylinder pipe. The work to be performed would consist of seismic upgrade of BDPL Nos. 3 and 4 at the Hayward Fault crossing by constructing two new vaults, the installation of shutoff valves in each vault, and the construction of a control building on top of each of the vaults to contain electrical and standby generator back-up power and a condition assessment of the existing pipelines to determine potential maintenance needs. BDPL Nos. 3 and 4 provides potable drinking water to the East and South Bay areas. (Appellant: Lijia Chen on behalf of Cayuga Network consisting of 40 appellants.)
