Hearing to assess the overall barriers to treatment services in the network of substance abuse services funded by the City and County of San Francisco. 1) How many programs are free of charge? 2) What types of waiting lists are common? 3) How often are people turned away? 4) How do waiting lists vary for certain types of treatment including residential, outpatient, alcohol treatment, differing types of drug treatment, dual diagnosis (when clients present mental health and substance abuse concerns), buprenorphine, methadone detox and maintenance programs and harm reduction programs? 5) Who is most able to access substance abuse services? 6) How prepared is the DPH to meet San Francisco's non English speaking population, women, youth, etc.?.
