Draft Ordinance amending the Planning Code to add Sections 319A et seq. to create a community stabilization fund and PDR replacement fund and imposing fees on specified new developments in the Eastern Neighborhoods Area Plans, as defined herein; making a declaration of policy concerning pending residential development projects in the Eastern Neighborhoods Area Plans that are compliant with the current Planning Code; and making environmental findings and findings of consistency with the General Plan and priority policies of Planning Code Section 101.1.
