Ordinance amending Housing Code Section 604 to require that owners of residential buildings certify to the Department of Building Inspection (DBI) that any decks, stairs, balconies or fire escapes that are not structurally integral to the building have been determined by a licensed professional engineer or other defined structural expert to meet minimum safety standards, and, providing for an initial three (3) year period for certifications to be submitted and amending Chapter 10 by adding Section 1001(Q) to treat as substandard any residential building for which deficient or no certification was submitted to DBI.
