Hearing of persons interested in or objecting to proposed Resolution establishing a property-based business improvement district to be known as the “West Portal Community Benefit District,” ordering the levy and collection of assessments against property located in that district for 13 years commencing with FY2011-2012, with services, activities, and improvements to be provided for 13 calendar years commencing January 1, 2012, subject to conditions as specified, and making environmental findings.
