execute Amendment No. 5 to Agreement No. CS-820, New Irvington Tunnel Project, Engineering
Services, with URS Corporation, in order to allow URS Corporation to continue as design engineer of
record for the construction of the tunnel, increasing the agreement amount by $1,000,000 for a total
amount not to exceed $15,873,561 with no change to the contract duration, pursuant to Charter,
Section 9.118.
