the business-based business improvement district, known as the “Moscone Expansion District,” in
accordance with the California Streets and Highways Code, Section 36636, to require the monthly,
instead of quarterly, assessment, collection, and transfer of assessments by the Office of the
Treasurer and Tax Collector; and an agreement with the nonprofit Owners' Association for
administration/management of the District in accordance with the California Streets and Highways
Code, Section 36651.
