service to outlying areas of the City, including issuing at least 400 additional taxis; considering
neighborhood-only, wheelchair-accessible, compressed natural gas, and other restrictions; creating a
workable plan for centralized dispatch; siting neighborhood taxi stands, establishing an easily
remembered phone number as a complaint or compliment phone line, and increasing the number of
hours of training required for taxi drivers as follows: at least two additional hours in City geography, at
least one additional hour in crime prevention, and at least doubling the hours of vehicle and
pedestrian safety training required.
