Title:
Charter amendment (Third Draft) to amend Section 4.127 and to add Section 16.123, to: provide for a
study of which positions in the Police Department could be filled by civilian personnel rather than
sworn officers; allow the City to reduce the minimum police staffing level for each position it converts
from sworn to civilian, without decreasing the number of police officers dedicated to neighborhood
community policing, patrol, and investigations and without substantially interfering with the delivery of
police services or the ability of the Police Department to protect the public in the event of an
emergency; and, provide that no police officer shall be laid off in order to convert a position from
sworn to civilian.
