Charter amendment (Second Draft) by adding Section 16.126 to: establish a San Francisco Anti-
Homicide Plan; require Police Department and District Attorney investigators to give homicide
investigation a top priority; require full funding for forensic biology (DNA crime lab); create a Survivors’
Advocate and a City fund to pay specified expenses for survivors of homicide victims; and, fund
violence prevention programs identified in the Plan for the next five fiscal years in an amount not to
exceed $5 million per year.
