Hearing of persons interested in or objecting to the decision of the Planning Department dated
September 23, 2005, Case No. 2005.0796E, exempting from environmental review a Board of
Supervisors proposed ordinance (Board File No. 051453) amending San Francisco Planning Code
Sections 151, 151.1, 154, 155, 155.5, 166, and 167. The proposed legislation would amend Section
151 to set no minimum number of off-street parking spaces per dwelling unit and to provide that a
maximum of one parking space per two dwelling units may be permitted by conditional use permit in C
-3 zoning districts. Section 151.1, to require that, in C-3 zoning districts, the Planning Commission
review any request for accessory parking in excess of what is permitted by right. Section 154, to
provide that there are no minimum area or dimension requirements for off-street parking spaces in C-
3 zoning districts, except for the off-street parking spaces designated for persons with disabilities.
Section 155, to require below grade off-street parking in C-3 zoning district, set forth the width of
openings in any single development for access to off-street parking, and prohibit sidewalk narrowings
for porte cocheres to accommodate passenger loading and unloading. Section 155.5, to require a
minimum number of bicycle parking spaces in dwelling units in C-3 zoning districts. Section 166, to
require that, in C-3 zoning districts, newly constructed buildings that contain residential uses have a
minimum number of off-street car-share parking spaces. Section 167, to provide that in C-3 zoning
districts, the costs of off-street parking spaces accessory to residential uses in new structures of 10
dwelling units or more must be leased or sold separately from the rent or purchase fees for the
dwelling units, subject to an exception by the Planning Commission for affordable housing projects
where parking and housing costs must be bundled together. (Appellants: Wade Randlett on behalf of
