cap pursuant to Police Code Section 1137 to provide for a gate cap of $91.50 and a $0.25 fuel
surcharge on the flag drop and to provide that the Board of Supervisors shall consider other changes
to the gate cap and to fares if the Taxi Commission has submitted a formal proposal for a health care
program for taxi drivers by April 1, 2007.
