permit for construction or reconstruction of a driveway unless the driveway construction or
reconstruction work is approved under a building or site permit; by amending Table 1A-F to add a
permit fee for construction of a permeable driveway surface; and by adding Chapter 13E to require
new driveways to have a permeable surface; adopting findings, including environmental findings and
findings required by California Health and Safety Code Section 17958.5.
