Massage Establishment Interim Moratorium Special Use District in the area generally bounded by
Guerrero Street, Fourteenth Street, Cesar Chavez Street, Potrero Avenue, San Jose Avenue and
Highland Avenue which would prohibit new massage parlors unless associated with an institutional
use pursuant to Section 218.1 of the Planning Code and making determination of consistency with the
priority policies of Planning Code Section 101.1 (Proposition M).
