Development Corporation; approving and authorizing the Catellus lease in connection therewith;

such documents; adopting findings pursuant to the California Environmental Quality Act; and adopting
findings that such agreement is consistent with the City's General Plan and Eight priority policies of
the Planning Code Section 101.1.
