Reliability Upgrade - Tunnel; adopting environmental findings under the California Environmental
Quality Act ("CEQA"), CEQA Guidelines, and Administrative Code Chapter 31, and adopting findings
of consistency with the General Plan and under City Planning Code Section 101.1.
