handle disruptions to remote public participation; adding a new Rule 1.3.5 (Disorderly Conduct by
Public Commenters) to codify the procedures around disorderly conduct by public commenters; and
amending Rule 3.8 (Public Comment at Committee Meetings) to prohibit committees from limiting the
total amount of time for public comment on an item.
