Ordinance amending Administrative Code Section 71.2 to provide that where the interior of a property has or will be altered such that a majority of the interior is substantially equivalent to a new structure, the property is not a "qualified historic property" for the purpose of applying for an historical property contract and providing that non-historic additions to qualified historical properties are not eligible for Mills Act tax benefits from the City.
