Ordinance amending the Administrative Code to recognize rights for commercial tenants to engage in organizing activities; require commercial landlords to allow such activities in common areas; authorize the Office of Small Business to issue rules and regulations; and authorize the Director of the Office of Small Business to issue administrative penalties for violations.
