Hearing of persons interested in or objecting to the determination of exemption from environmental review under the California Environmental Quality Act, issued as a Community Plan Exemption by the Planning Department on July 12, 2016, and approved by Planning Commission Motion No. 19727 on August 11, 2016; and on the supplemental report prepared by the Planning Department, transmitted on March 15, 2017, providing additional information and analysis regarding whether a proposed project located at 1515 South Van Ness Avenue would result in new significant environmental effects or effects of greater severity than were already analyzed and disclosed in the Eastern Neighborhoods Rezoning and Area Plan Final Environmental Impact Report, including whether the proposed project would cause social or economic change such as displacement or gentrification that would result in physical impacts to the environment, either cumulatively or at the project-specific level, within the geographic area of the Calle 24 Latino Cultural District.
